Cloud Security Alliance Expands Its Focus on Governance and Security for Agent AI Systems

The Cloud Security Alliance (CSA) has announced significant strides in its mission to enhance the governance and security of agent AI systems. On April 29, at the CSA Agentic AI Security Summit, several key initiatives were unveiled, reflecting CSA’s commitment to securing the agent control layer. These initiatives include a new disaster risk initiative, CVE Numbering Authority authorization, and the acquisition of two agent AI specifications.

Securing the Agentic Control Plane

These developments are part of the CSAI Foundation’s broader mission, extending to 2026, titled “Securing the Agentic Control Plane.” The foundation’s focus is on providing robust governance and security frameworks for agent AI systems, which are increasingly becoming integral to the global economy. Jim Reavis, CEO and co-founder of CSA, noted, “The global economy is grappling with two exponential developments at once: frontier models that leapfrog one another from month to month and the viral bottom-up adoption of agents within the enterprise. Today’s announcements give companies, auditors, and regulators the technical specifications and security framework to say yes to agent AI without losing control of it.”

Introducing the STAR for AI Catastrophic Risk Annex

The STAR for AI Catastrophic Risk Annex is a pivotal component of CSA’s latest initiatives. Developed with support from Coefficient Giving, the annex aims to expand the AI Controls Matrix and the STAR for AI assurance program. It addresses scenarios involving loss of human control, uncontrolled system behavior, and other potential catastrophic consequences. The annex focuses on controls that can be tested in production environments to mitigate disaster risks effectively.

The rollout of this initiative is planned in four phases, spanning from June 2026 to December 2027. Phase 1 will focus on translating catastrophic risk scenarios into verifiable control language, while Phase 2 will develop validation protocols. Phase 3 aims to introduce the annex into real-world environments through pilot evaluations, training, and reference implementations. Finally, Phase 4 will produce public AI STAR registry entries, benchmarking, and a comprehensive report on the state of catastrophic AI risk controls.

The annex will be guided by established frameworks such as the NIST AI RMF, the EU AI Act, and ISO/IEC 42001, ensuring a comprehensive and standardized approach to AI risk management.

Enhancing the AI Controls Matrix and STAR for AI Program

Building on the existing AI Controls Matrix, the CSA’s latest initiatives aim to provide a vendor-independent framework for cloud-based AI systems. The AI Controls Matrix comprises 243 control objectives across 18 security areas, aligning with standards such as ISO 42001, ISO 27001, NIST AI RMF 1.0, and BSI AIC4.

The AICM package offers a holistic suite of resources, including the matrix itself, mappings to relevant standards like NIST AI 600-1 and the EU AI Act, implementation guidelines, audit guidelines, the AI-CAIQ questionnaire, and a STAR for AI Level 1 submission guide. These resources are designed to facilitate the secure and compliant deployment of AI technologies in various organizational contexts.
